Hi! We'll start with something very basic - hair shape. Looking at the four examples you post, the only real "error" I see is that the manes and tails are very thick and blocky. - When painting a mane/tail (and no, it isn't necessary to paint every single time) try to keep a template of the original mane/tail beneath your sketch so that you know what shape you need. If you are completely changing the shape, try to reference an image that looks like what you want. - So yeah, you sketch first. I use bright red and a 3px brush to get an idea of the shape and direction. Then lock the layer transparency and color the strands to the color you want the hair. - Next is just filling in, which is tough. XD Do you use a tablet? Makes a difference on which brushes I like you to. This is the set I have been using lately, but it only really works with a tablet.
